I've never heard of being sorry than safe. Usually it's the other way around. I'd rather say sorry if I'm truly at fault and that's playing it safe right there, not by admission of guilt but of to avoid being unsafe later on.
For example, if there is a delay in transaction, it's better to say sorry, knowing that person is his doing the best. If the listener cannot hear the caller, it's better to say sorry than to continue a phone conversation that cannot be deciphered well.
