Problem : How I request a larger or smaller size, garbage, recycling or yard trimmings cart?
Solution :
The Owner or authorized Property Management is the only individuals that can request the Upsize of the garbage cart. The reason the City makes this distinction is due to the Mandatory Ordnance which states: 9.10.1200 Payment for Services Rendered or Made Available
A. The owner of each residential premise shall pay for solid waste collection services made available to the residential premises by the solid waste collector designated by the City to provide such services.
An increase in the garbage cart size, increases the owners bill, and can only be approved by the owner or authorized representative. A renter must have owner authorization to exchange cart for a larger size (renters can always go down in size without owner approval).
For owner or an authorized agent may exchange the cart/bin size:

Author’s note: If only I were the owner of the property, I’d get a “yard trimmings cart”, besides the garbage cart (black) and the recycling cart (gray/blue lid). I just didn’t like having UNWANTED debris dumped on public streets, clogging up the gutter/storm drains either. Plus, our wind-break/old eucalyptus tree has been removed and there is practically little to nothing left to dump, except the seasonal clean-up of four large- and two medium-sized trees.
