That’s a great idea! If gun owners are responsible/expensive enough to exercise their 2nd Amendment “rights”, they would consider protecting themselves against accidental bodily injury, similar to auto insurance. Coverage liabilites must include property, uninsured, underinsured, medical, comprehensive.
Consider how thine neighbors/criminals/law enforcements/military personnel could sue each for being maimed/injured from stray bullets and how assault weapons, such as tasers could further protect innocent victims who may have suffered lasting effects and/or death. It may include death riders of beloved pets from a psychotic cop’s bullets, too.
So I expect justice, be not blind. Although overpopulation may be a concern, I would expect advanced technology/new designs to deal with unpopular issues, such as “human rights” over lesser species.
Perhaps a death rider for protected wildlife/domesticated animals/livestocks would help reduce murders by those damn recreational hunters/poachers/cullers. Get it? You need to control these “illegal aliens/naturalized citizens” on Native lands.
